President Ruto Swears In 15 Court of Appeal Judges

President William Ruto has presided over the swearing-in of 15 newly appointed Court of Appeal judges.

During the ceremony on Wednesday, January 28, the president congratulated the judges on their appointment and stated that the government will continue to respect and comply with court orders.

At the same time, President Ruto pointed to concerns over certain judicial decisions that have delayed the implementation of government policies. 

While emphasizing judicial independence, he stressed the need for transparent and constructive engagement on rulings with significant implications for public policy.

He noted that although significant strides have been made in strengthening the Judiciary, the growth in judicial capacity has lagged behind the increasing number of cases filed nationwide.

According to the president, the appointment of additional appellate judges is part of wider reforms intended to improve efficiency and ease pressure on the courts.

President Ruto also disclosed plans to seek judicial interpretation on the legal standing of political party manifestos, questioning how such documents should be treated in policy execution. 

He urged Kenyans to shift focus from personality-based politics to institutions, the law and national interests.

During the event, the Head of State assured judicial officers that their welfare and security remain a priority, saying the Judicial Officers’ Retirement Benefits Bill would be considered and concluded within the current financial year.

The 15 judges were appointed through a gazette notice issued on Tuesday, January 27 following recommendations by the Judicial Service Commission. 

Those sworn in include Independent Policing Oversight Authority chairperson Ahmed Issack Hassan, senior advocate Katwa Kigen, High Court Judge Chacha Mwita, Lady Justice Hedwig Imbosa Ong’udi, Justice Mathews Nduma Nderi, Lady Justice Linnet Mumo Ndolo, Lady Justice Lucy Mwihaki Njuguna, Justice Samson Odhiambo Okongo and Lady Justice Rachel Chepkoech Ngetich, among others.

The new judges are expected to reinforce the Court of Appeal, which has been under increasing strain from constitutional petitions, election-related disputes and complex commercial litigation.

The ceremony was attended by senior government officials, members of the Judiciary and representatives of the legal fraternity.
