Former Acting Social Health Authority (SHA) Chief Executive Officer Robert Ingasira is among nine suspects arrested on Wednesday, October 29 in connection with fraudulent claims made to the state health body.
According to reports, Ingasira was apprehended in Naivasha for his alleged involvement in a KSh17,591,473 fraudulent claim filed by Archprime Medical Clinic in Homa Bay County.
His predecessor, Elijah Wachira, who also served as SHA CEO, is being sought by authorities in relation to the same offence.
According to investigators, the suspects face several charges, including conspiracy to defraud contrary to Section 317 of the Penal Code, misappropriation of funds under Section 48(2) of the Social Health Insurance (SHI) Act, and abuse of office contrary to Section 101 of the Penal Code.

Others arrested alongside Ingasira in connection with the Archprime Clinic case include Rosemary Daraja and Peter Abuna.
Additionally, Justus Odhiambo Ouma and Vera Atieno Otieno were detained for their alleged role in a KSh1,101,760 fraudulent claim submitted by Vebeneza Enterprise Medical Clinic in Nairobi County.
At Rachuonyo East Sub-County Hospital, which is alleged to have filed a false claim worth KSh535,840, three suspects — Bill Clinton Ochieng, Cynthia Odhiambo, and Phelix Otieno — were arrested.
In a separate case, Noah Odhiambo Were was apprehended over an alleged fraudulent claim of KSh315,840 at Nyatoto Health Centre.
The arrests followed the Office of the Director of Public Prosecutions (ODPP) approving charges against the suspects after reviewing files forwarded by the Directorate of Criminal Investigations (DCI).
