Kenya Mourns Former Rongo MP and Minister Dalmas Otieno, Dies at 80

Former Rongo Member of Parliament and Cabinet Minister Dalmas Otieno Anyango has died at the age of 80. 

According to his family, he passed away on Sunday, September 7 at his Karen residence in Nairobi due to pressure-related complications.

President William Ruto described Otieno as a visionary leader whose ideas and leadership will continue to influence future generations.

In his condolence message, the President stated that Otieno served the nation with honour, integrity, and distinction. 

"He was sharp, progressive, and industrious; a statesman whose ideas and leadership will continue to shape generations," the Head of State said.

Otieno was born in 1945 and studied at Strathmore School before earning a Bachelor of Science in Applied Economics from Makerere University in Uganda in 1971. 

He later obtained professional qualifications in insurance from the Chartered Insurance Institute in London. 

He began his career in finance and public administration, including roles at Insurance Agency Management, Kenya Commercial Bank, and as Treasurer of the Kenyatta University Council.

He entered politics in 1988, becoming the first MP for the newly created Rongo Constituency under KANU. 

He served in several ministerial positions, including Industrialisation (1988–1991), Labour and Human Resource Development (1991), and Transport and Communications (1991–1996). 

Otieno also chaired the African Ministers of Transport and Communications and led the RASCOM establishment committee in 1994.

Although he lost parliamentary elections in 1992, 1997, and 2002, he returned to Parliament in 2007 on an Orange Democratic Movement ticket. 

During the Grand Coalition Government, he served as Minister of State for Public Service, overseeing initiatives such as the Integrated Payroll and Personnel Database, Integrated Records Management System, and Government Human Resource Information System.

Otieno later served as Vice Chairperson of the Salaries and Remuneration Commission from 2018 to 2024 and was involved in supporting South Sudan’s administrative systems and peace process. 

He attempted to form an independent political movement in 2014 to reduce ODM dominance in Luo Nyanza, but the initiative eventually lost momentum.

His death has drawn tributes from political leaders, including Speaker of the National Assembly Moses Wetang’ula and Deputy Chief of Staff Eliud Owalo, highlighting his long-standing service to Kenya and his contributions to public administration, finance, and politics.
